Gates every process that runs the maintenance check — including services that have never registered and so have no row below. A service booting into an active global flag is in maintenance from its first request. The admin dashboard is exempt so this switch can always be cleared.
Global maintenance is off.
Toggle a service's maintenance flag to take it out of rotation. In-flight requests finish; new requests receive a maintenance response until the flag is cleared. The flag is non-durable (Valkey) — every toggle is audited first.
